The Citizen Joint Tactical Formation, CJTF-TF Nigeria, has announced the appointment of Pastor Francis Elijah Umukoro of Redemption City as an adviser to its National Headquarters and Grand Patron of its Ogun State Command.
The appointments were announced by the organisation’s Commander General and National Coordinator, Tanimu Shehu, in a press release dated October 19, 2026.
According to the statement, the appointments are part of efforts to strengthen the organisation’s leadership structure, community engagement and institutional support at the national and state levels.
The organisation described Pastor Umukoro as a community leader with interests in community development, youth empowerment and local security support.
It said he had expressed confidence in the leadership and vision of the CJTF-TF and pledged to support its activities through strategic guidance and community engagement.
As part of its organisational framework, the CJTF-TF said each state command is expected to establish a Council of Grand Patrons comprising five to six prominent individuals drawn from the community, religious institutions and the business sector.
The organisation said the council would provide strategic advice, promote accountability, support personnel welfare initiatives and facilitate engagement with government authorities, security agencies and other stakeholders.
In line with the directive, Commander General Shehu has instructed all Acting State Commanders and coordinators nationwide to establish and inaugurate their respective councils, stressing that appointing a single patron would not satisfy the organisation’s requirements.
The statement added that Pastor Umukoro, in his dual capacity as national headquarters adviser and Ogun State Grand Patron, would work with other members of the state council to promote community support and development.
In another development, the organisation also reaffirmed its commitment to working within the framework of Nigerian law and maintaining appropriate engagement with statutory security agencies.

The statement referenced correspondence from the Headquarters of the Nigerian Army, Department of Army Operations, Abuja, dated February 24, 2026, under reference number AHQ DAOPS/G3/240/232.
According to the CJTF-TF, the correspondence acknowledged receipt of its operational profile and proposal to deploy 450 volunteer personnel to support intelligence gathering in the Wase/Bashar axis of Plateau State.
It further stated that the Army Headquarters directed the organisation to maintain liaison with Headquarters 3 Division in Jos regarding civil-collaborative intelligence initiatives aimed at improving security in the state.
Commander General Shehu said the organisation remained committed to discipline, respect for statutory authority and professional security guidance.
The Commander General also expressed appreciation to the organisation’s National Community Security Adviser, retired Assistant Inspector-General of Police Wilson Inalegwu, for his mentorship and support.
According to the statement, Inalegwu recently donated a desktop computer system to the National Headquarters to support the compilation of a central database, personnel profiling and biometric re-verification across the organisation’s state commands.
Shehu said the support would assist efforts to improve personnel documentation, administrative accountability and compliance with established procedures.
The CJTF-TF further reminded its state commanders, zonal coordinators and field personnel of the need to complete personnel profiling, obtain the required traditional ruler endorsements and maintain appropriate coordination with statutory security agencies.
It reiterated that the establishment of councils of five to six Grand Patrons in each state command was a mandatory organisational directive.
