The National Headquarters of the Citizen Joint Tactical Formation, CJTF-TF Nigeria, has issued revised operational guidelines and mandatory personnel re-verification procedures for all its state commands across the country.
The directives, issued under the leadership of the Commander General and National Coordinator, Tanimu Shehu, are aimed at strengthening personnel screening, improving accountability and addressing structural vulnerabilities within the organisation’s state formations.
According to the National Headquarters, the new measures are also intended to strengthen coordination with conventional security agencies and ensure that the activities of the CJTF-TF remain within the provisions of Nigerian law and its approved Standard Operating Procedures.

The organisation said its operational framework includes collaboration with conventional security structures, citing a Nigerian Army Headquarters, Department of Army Operations, reference AHQ DAOPS/G3/240/232, in connection with its operational deployment in the Wase/Bashar axis of Plateau State.
The CJTF-TF directed its state commands operating in tactical areas to maintain appropriate intelligence-sharing and operational coordination with relevant military formations, including local military divisions such as Headquarters 3 Division in Jos, as well as other internal security stakeholders.
The organisation stressed that all tactical activities, grassroots intelligence gathering and security support functions must comply with Nigerian law and its approved operational procedures.
Six-Month Deadline for Personnel Verification
As part of the revised directives, the National Headquarters has given all Acting State Commanders a six-month period to complete the re-verification, profiling and compilation of the biodata of personnel under their respective commands.
The organisation said every personnel seeking enrolment or continued participation is required to provide a valid National Identification Number, NIN, recent passport photographs and duly completed service and data-capture forms.
Applicants are also required to obtain formal endorsement from the recognised traditional ruler in their area of residence as part of the personnel verification process.
The CJTF-TF said verified personnel files and biodata are to be compiled and transmitted through designated channels to relevant authorities, including the State Government, the Department of State Services, the State Police Command and the National Headquarters of the organisation.
The National Headquarters warned that Acting State Commanders who fail to complete the required personnel profiling and biodata compilation within the six-month period may face administrative changes.
It said the National Headquarters may appoint another person considered capable of completing the assignment and providing effective leadership of the state command.

WARNING AGAINST UNAUTHORIZED USE OF COMMANDER TITLE
The National Headquarters also expressed concern over what it described as the unauthorised use or presentation of some Acting State Commanders as substantive Commanders.
It directed all Acting State Commanders to clearly identify themselves by their approved designation and to use the title “Acting Commander” until substantive appointments are formally confirmed by the National Headquarters.
The organisation said no Acting State Commander is authorised to present himself or herself as a substantive State Commander or otherwise misrepresent the status of the appointment.
It warned that such conduct would be viewed as a violation of the organisation’s administrative directives and could attract appropriate action.
IDENTIFICATION CARDS UNDER CENTRAL CONTROL
The CJTF-TF further reiterated that State Commands are prohibited from producing or issuing identification cards locally.
According to the directives, official CJTF-TF identification cards will be issued exclusively by the National Headquarters after the completion of the required identity checks, traditional endorsements, personnel documentation and applicable inter-agency verification procedures.
The organisation said the centralised system is intended to prevent unauthorised persons from gaining access to its identity credentials and to improve accountability across its commands.
The National Headquarters also called on traditional institutions, community leaders, members of the public and relevant security agencies to cooperate with the Acting State Commanders during the verification and profiling exercise.
The CJTF-TF said the process is part of its broader effort to complement national security objectives through community-level engagement, information gathering and coordination, while maintaining discipline, transparency and operational accountability.
The organisation also acknowledged the role of its Community Security Adviser, AIG Wilson Inalegwu (Rtd.), in providing strategic support to its administrative and security framework.
